We are happy to help with the assembly issue you are facing with your tower. Please see assembly instructions attached.
The small ring (N) will straighten once you fully tighten the short screw (K) with short screw (L). When tightening the short screw (K), it will pull the short screw (L). Please tighten short screw (K) as hard as possible. The few turns at the end are intentionally stiff. Make sure short screw (L) aligns with all the holes of back leg (A), front leg (B) and slide handle (C).
If you are still unable to fold your tower, please reach out to us here and include the below information.

2. Part number and quantity of the missing/damaged item(s). This can be found in the assembly instructions which are attached.
